Nigeria Mandates Nigeria Enforces Mandatory Training, Certification for Aviation Security Personnel by October 2025

In a strategic effort to enhance aviation security nationwide, the

Nigerian Civil Aviation Authority (NCAA) has issued a new directive requiring all aviation security (AVSEC) personnel to undergo mandatory baseline training and certification starting October 1, 2025.

The directive, issued by the Director General of Civil Aviation, Capt. Chris Najomo, mandates the implementation of the Basic AVSEC STP 123 course as the foundational training for all AVSEC personnel.

This policy is in line with international standards set by the International Civil Aviation Organization (ICAO) under Annex 17, and has now been fully integrated into Nigeria’s National Civil Aviation Security Training Programme (NCASTP).

Why This Matters?
The move is designed to ensure that all AVSEC personnel—whether existing staff or new recruits—are equipped with the critical skills and knowledge required to effectively carry out aviation security functions. The training covers screening procedures, risk assessment, and preventive security measures tailored to the Nigerian aviation environment.

Who Is Affected?
This policy applies to a wide range of aviation stakeholders, including:

Aerodrome and Aircraft Operators

Air Traffic Service Providers

Cargo and Mail Handlers

Ground Handling and Catering Providers

AVSEC Service Companies

Other Aviation Allied Service Providers

Certification Now Required for Screeners
In addition to baseline training, certification is now compulsory for all AVSEC personnel involved in screening passengers, baggage, cargo, vehicles, and other items—whether manually or using X-ray machines and other technologies.

This is in accordance with Section 3 of the National Civil Aviation Security Certification Programme (NCASCP).

Action Steps for Compliance
The NCAA has outlined the following actions for all operators:

Deliver STP 123 (Basic) training to all existing AVSEC personnel.

Ensure all new AVSEC recruits undergo this training before deployment.

Maintain and provide training records and certificates during audits or inspections.

Certify all screeners as required under the NCASCP.

Make all certification documentation available during NCAA visits or audits.
