NCAA, ICAO Launch AVSEC Oversight Workshop

In a strategic move to enhance aviation security oversight in Nigeria, the Nigeria Civil Aviation Authority (NCAA), in collaboration with the International Civil Aviation Organization (ICAO), has launched a five-day national quality control workshop under the Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA).

The workshop, which began on Monday, July 21, 2025, at the NCAA’s Lagos Regional Office, is designed to address gaps identified during ICAO’s USAP-CMA audit of March 2024, and to advance Nigeria’s compliance with global aviation security standards.

Declaring the workshop open, the Director-General of Civil Aviation (DGCA), Capt. Chris Najomo represented by the NCAA Lagos Regional Manager, Barr. Olubukola Aduragbemi Terriba said the initiative is a targeted response to audit findings and an opportunity to recalibrate national security oversight systems.

“This training aims to equip aviation security stakeholders with the tools and strategies required to elevate audit outcomes, reinforce quality control systems, and manage AVSEC-related crises based on thorough risk assessments,” Capt. Najomo said.

ICAO’s AVSEC Regional Officer for West and Central Africa, Mr. Ademola Oladele, reaffirmed ICAO’s commitment to supporting Nigeria in achieving a robust and compliant aviation security framework.

He highlighted Nigeria’s strategic importance in the African aviation landscape and the necessity of continuous improvement in AVSEC oversight.

“With Nigeria’s increasing air traffic and regional significance, bolstering its aviation security infrastructure is crucial not only for national safety but for regional aviation stability,” Oladele stated.

Present at the workshop were key stakeholders from the Federal Airports Authority of Nigeria (FAAN), commercial airlines, NCAA’s AVSEC Directorate led by Dr. Ben Omogo, and other technical personnel from the aviation security sector.

The intensive training is expected to enhance national adherence to ICAO Annex 17 requirements, improve audit preparedness, and foster a culture of proactive risk management across Nigeria’s aviation security ecosystem.
